No, it's done in a program called Macromedia Flash MX. You take the outline of a picture and colour it. You can make it as realistic or cartoony as you like. It's really an animation program, but I just use it for pictures. I'm hoping that this summer I finally get off my butt and learn how to make the animations, though.
They're a lot of fun to make. It's difficult to get the lines just right, though (you know the design on the shirt? That took ages to get perfect.). It's a program that's worth getting, if you're into that kind of thing.
This is the original image (you can see I changed a few colours and left out the shading- gives it a more cartoony look.)
